Health Minister Andrew Little has blamed the previous National government as a new report highlights serious and ongoing under-staffing of nurses across hospitals.
District health boards were asked to implement a safe staffing scheme called care capacity demand management by 2009, but only seven out of 20 have established the system. More than a decade later a quarter of all hospital shifts remain understaffed.
